Before early humans started wearing clothes, they probably did not concern themselves with dress codes.

Today, people at a swimming pool are appropriately dressed in bare feet and bathing suit.

Strict dress codes are rare today. But informal drees codes are common. Most people would not be willing to go to a job interview in bare feet and swimsuit.

Today during college graduation ceremony graduates wear cap and gown. That is the highest level of dress code. But they only wear it for a few hours.

People do not dress up at a country dance or a hip hop dance dancing to contemporary music.

But at a Viennese waltz ball dancing to music from the 1800's, dress-up seems appropriate. Either black tie and tuxedo or white tie and tails for men, ballgowns with ankle length skirts for ladies. The skirts should be made with enough fabric that they do not restrict the longest step the lady is capable of.

Some people would feel that they would be shamefully violating their sense of right and wrong if they attended a dress-up Viennese waltz ball. Others would feel that they would experience something good that has been missing from their life.
